I'll give you an example from the municipality where I live in the Miami area. Every two years, we elect three of five Commissioners. In the general election years, the turnout is much higher than the off/midterm years. Not everyone feels like voting for Commissioners, and not all of the three Commissioners whose terms are up get the same number of votes. One winner could get 600 votes, and another winner could get 250 votes. We call those "undervotes." Sometimes, it's strategic: I want Steve to win, but I don't want Mike or Sarah or any others of the choices to win. So I'm only voting for Steve. Maybe everyone votes for president and/or Senator, but not for Commissioner, or for judges, or for other things. Or not everyone votes for president, or other offices or referendum questions. You sign your voting page, you check what you want, you put it in the machine, and it's done.
Thank you for your edification. An incomplete ballot means that a ✅ or X is included in the category for which you included a choice. The others on the ballot are discarded as though you hadn’t voted. Yes, it is a very broad based ballot - everyone, including the dog catcher. 😉
